Senior Manager/Manager, Facilities and Safety

The Hong Kong Applied Science and Technology Research Institute (ASTRI) was founded by the Government of the Hong Kong Special Administrative Region in 2000 with the mission of enhancing Hong Kong’s competitiveness through applied research. ASTRI’s core R&D competence in various areas is grouped under five Technology Divisions: Communications Technologies, Artificial Intelligence and Trust Technologies, Advanced Electronic Components and Systems, IoT Sensing and AI Technologies, and Innovative Mind.

 

It is applied across six core areas which are Smart City, Financial Technologies, New Industrialisation and Intelligent Manufacturing, Digital Health, Application Specific Integrated Circuits, and Metaverse.

 

Over the years, ASTRI has nurtured a pool of research, I&T talents and received numerous international awards for its pioneering innovations as well as outstanding business and community contributions.

 

To date, ASTRI has transferred almost 1400 technologies to the industries and been granted more than 1000 patents in the Mainland, the US, and other countries.

 

Job Responsibilities:

  • Manage and oversee the operations of on-site and off-site facilities, properties and activities in Hong Kong and China; including but not limited to office, laboratory, warehouse, showroom with advanced AV system, PA system, typical control systems, event support, etc.
  • Handle users’ requests to room setup including AV for meeting and events, and enhance/repair facilities to meet the business needs
  • Conduct and lead renovation/relocation projects and provide professional advice to senior management on any renovation works, office and laboratory upgrades
  • Act as the central point of contact and develop positive relationships with the landlord and the appointed Facility Management Office (FMO)
  • Filter and update ASTRI from FMO regular notices
  • Manage contractual relationships and works with vendor representatives to ensure excellent service delivery; reviews and monitors performance in line with agreed KPI or SLA
  • Develop annual facility budget, including direct and indirect expenses for contractual services, preventive measures, maintenances, projects, energy management and capital items
  • Manage the effective implementation of policies and procedures on health, safety, security and environment; reviews and optimises the policies where appropriate
  • Work with IT team to provide integrated service and support flexibly

Safety Management:

  • Oversee the company's Safety Management System (SMS), ensuring its effectiveness and regulatory compliance
  • Regularly review all system and operational control procedures within the SMS
  • Monitor SMS compliance at both operational and management levels
  • Supervise subordinates in conducting safety inspections, training, and accident investigations
  • Review and revise the Safety Management System Manual as needed
  • Analyze safety incidents and propose preventive measures
  • Assist in planning and implementing safety initiatives

Job Requirements:

  • A Bachelor's degree in Property Management/Building Services/Mechanical/Electrical/Civil Engineering or a related discipline
  • A minimum of 15 years of experience in managing facilities within the technology industry, professional services, or the public sector.  Candidates will less experience will be considered for Manager position
  • Ability to build a professional relationship of trust with both internal and external stakeholders across all levels of seniority, from construction site workers such as E&M contractors, building services engineers to executive communications with government departments, public utilities companies etc.
  • Proven track record in managing end-to-end project lifecycle of renovation, relocation, and new office expansion projects and abilities to deal with a wide variety of tasks ranging from feasibility study, budget planning, administration to overseeing/directing maintenances. Occasional attendance to off-hour and weekend/public holiday work duties is necessary
  • Experience in tender drafting, tendering process and control, as well as tender evaluation such as panel and procedure, is a must
  • Willingness to engage in frequent travel to China
  • Registered as Safety Officer with the Labour Department or qualification as Registered Professional Engineer (RPE) with Engineer Registration Board  is an advantage
  • Effective management and problem-solving skills, with strong communication abilities to motivate and drive organizational transformation
  • Proficiency in written and spoken English, Mandarin, and Cantonese is required

The appointment will be on renewable contract terms with a competitive salary and performance-linked variable pay. Fringe benefits include paid leave, medical, insurance coverage and contribution to MPF. The incumbent will normally work a five-day week.
