Hong Kong Applied Science and Technology Research Institute (ASTRI) was founded by the Government of the Hong Kong Special Administrative Region in 2000 with the mission of enhancing Hong Kong’s competitiveness through applied research. ASTRI’s core R&D competence in various areas is grouped under five Technology Divisions: Advanced Electronic Components and Systems; Artificial Intelligence and Trust Technologies; Communications Technologies; IoT Sensing and AI Technologies; and Intelligent Perception and Control Technologies.
It is applied across six core areas which are Smart City, Financial Technologies, New Industrialisation and Intelligent Manufacturing, Digital Health, Application Specific Integrated Circuits and Metaverse.
Over the years, ASTRI has nurtured a pool of research, I&T talents and received numerous international awards for its pioneering innovations as well as outstanding business and community contributions. As of 2023/24, ASTRI has transferred more than 1,500 technologies to the industry and has been granted over 1,100 patents in the Mainland, the US, and other countries.
To support our constant endeavour to position Hong Kong as a world-class smart city and an international hub of innovation and technology, we are seeking qualified professionals to fill the following position(s):
Job Responsibilities:
- Work with a dynamic team to develop and implement strategies for university collaboration and technology transfer initiatives, ensuring alignment with ASTRI’s strategic goals.
- Negotiate terms for technology licensing agreements, including intellectual property rights and other relevant properties, in the best interest of ASTRI.
- Work closely with ASTRI’s R&D teams to facilitate effective university collaboration and enhance technology transfer.
- Establish and maintain strong relationships with knowledge transfer officers (KTOs) and faculty members at universities in Hong Kong and the Greater Bay Area to explore untapped opportunities.
- Serve as the primary point of contact for university partnerships and collaboration opportunities.
- Arrange collaborations, contract research, and consulting services with industry to enhance ASTRI’s experience in industrialization and commercialization.
- Ensure adherence to legal and regulatory requirements throughout the technology transfer process.
- Monitor and report on the progress of technology transfer initiatives, tracking key performance indicators.
- Develop programs and events that promote collaboration between ASTRI and academic institutions.
- Prepare presentations and reports for senior management and stakeholders to communicate successes and challenges.
Job Requirements:
- Bachelor’s degree or above, with at least 8 years of work experience, preferably in quangos, public organizations, or universities. Candidates with less experience will be considered for the position of Manager.
- Proven track record of successfully managing partnerships with universities in technology commercialization efforts.
- Assess and comprehend the technology transfer agreement requirements for ASTRI’s R&D teams.
- Exceptional interpersonal and communication skills, with the ability to engage effectively with a diverse range of stakeholders, including professors and university administrators.
- Strong analytical and problem-solving abilities, with a keen understanding of market dynamics and commercialization strategies.
- Proficiency in project management, negotiation, and contract management.
- A good team player who is self-motivated, meticulous, well-organized, and detail-oriented.
- Excellent negotiation and influencing skills, with the ability to work independently and under pressure.
- Good command of written and spoken English and Chinese (including Putonghua).
- Occasional business travel may be required.

The appointment will be on renewable contract terms with a competitive salary and performance-linked variable pay. Fringe benefits include paid leave, medical, insurance coverage and contribution to MPF. The incumbent will normally work a five-day week.
