Manager/ Senior Manager, Facilities and Safety

The Hong Kong Applied Science and Technology Research Institute (ASTRI) was founded by the Government of the Hong Kong Special Administrative Region in 2000 with the mission of enhancing Hong Kong’s competitiveness through applied research. ASTRI’s core R&D competence in various areas is grouped under four Technology Divisions: Communications Technologies, Trust and AI Technologies, Integrated Circuits and Systems, and IoT Sensing and AI Technologies.

 

It is applied across six core areas which are Smart City, Financial Technologies, New Industrialisation and Intelligent Manufacturing, Digital Health, Application Specific Integrated Circuits, and Metaverse.

 

Over the years, ASTRI has nurtured a pool of research, I&T talents and received numerous international awards for its pioneering innovations as well as outstanding business and community contributions. To date, ASTRI has transferred almost 1400 technologies to the industries and been granted more than 1050 patents in the Mainland, the US, and other countries.

 

To support our constant endeavour to position Hong Kong as a world-class smart city and an international hub of innovation and technology, we are seeking qualified professionals to fill the following position(s):

 

Job Responsibilities:

  • Lead and manage facilities operations to align with organizational requirements, quality standards, and compliance regulations
  • Develop and execute long-term facilities planning strategies, including overseeing expansion, renovation, relocation, and new office expansion projects
  • Act as the primary liaison with landlords and the appointed Facility Management Office, fostering positive relationships and ensuring smooth operations
  • Effectively oversee planned maintenance, repair, and statutory compliance activities
  • Manage contractual relationships and collaborate with vendor representatives to ensure exceptional service delivery while consistently reviewing and monitoring performance against agreed KPIs and SLAs​​​​
  • Develop and maintain the annual facility budget, encompassing direct and indirect expenses, contractual services, preventive measures, maintenance, projects, and capital items
  • Implement and enforce policies and procedures related to health, safety, security, and environmental standards
  • Continuously review and optimize Health, Safety, Security & Environment policies when necessary

 

Safety Management:

  • Oversee the company's Safety Management System (SMS), ensuring its effectiveness and regulatory compliance
  • Regularly review all system and operational control procedures within the SMS
  • Monitor SMS compliance at both operational and management levels
  • Supervise subordinates in conducting safety inspections, training, and accident investigations
  • Review and revise the Safety Management System Manual as needed
  • Analyze safety incidents and propose preventive measures
  • Assist in planning and implementing safety initiatives

 

Job Requirements:

  • A bachelor's degree in any discipline or a higher diploma in Property/Facilities Management
  • A minimum of 8 years of experience in managing facilities within the technology industry, professional services, or the public sector
  • Proven track record in managing renovation, relocation, and new office expansion projects
  • Willingness to engage in frequent travel to China
  • Registered as Safety Officer with the Labour Department is an advantage
  • Effective management and problem-solving skills, with strong communication abilities to motivate and drive organizational transformation
  • Proficiency in written and spoken English, Mandarin, and Cantonese is required

The appointment will be on renewable contract terms with a competitive salary and performance-linked variable pay. Fringe benefits include paid leave, medical, insurance coverage and contribution to MPF. The incumbent will normally work a five-day week.
