The Hong Kong Applied Science and Technology Research Institute (ASTRI) was founded by the Government of the Hong Kong Special Administrative Region in 2000 with the mission of enhancing Hong Kong’s competitiveness through applied research. ASTRI’s core R&D competence in various areas is grouped under five Technology Divisions: Communications Technologies, Artificial Intelligence and Trust Technologies, Advanced Electronic Components and Systems, IoT Sensing and AI Technologies, and Intelligent Perception and Control Technologies.
It is applied across six core areas which are Smart City, Financial Technologies, New Industrialisation and Intelligent Manufacturing, Digital Health, Application Specific Integrated Circuits, and Metaverse.
Over the years, ASTRI has nurtured a pool of research, I&T talents and received numerous international awards for its pioneering innovations as well as outstanding business and community contributions. ASTRI has transferred about 1,600 technologies to the industries and has been granted close to 1,200 patents in the Mainland, the United States, and other countries.
To support our constant endeavour to position Hong Kong as a world-class smart city and an international hub of innovation and technology, we are seeking qualified professionals to fill the following position(s):
Job Responsibilities:
- Deliver a full spectrum of HR services, including talent acquisition, employment administration, performance management, compensation and benefits, and staff relations.
- Partner with line managers to deliver full‑cycle recruitment services by proactively sourcing talent through advanced techniques on social media platforms, managing the sourcing, screening, interviewing and appointment processes, and to provide strategic guidance on talent selection and placement.
- Design and implement effective hiring strategies, tools, and talent pipelines to support current and future organizational growth.
- Develop and execute employer branding and campus initiatives such as the Work-Study Program, internships, career talks and job fairs.
- Interpret, communicate and ensure consistent application of HR policies, provide guidance to line managers on employee issues, grievances, and their alignment with organizational standards.
- Conduct HR and workforce analytics, deliver insight reports, and contribute to or lead HR projects, engagement initiatives and ad hoc assignments.
Job Requirements:
- Bachelor’s degree or above in HR Management or related disciplines.
- Minimum 6 years of working experience in human resources, of which 3 years in a supervisory position gained from sizeable companies. Candidates with less experience may be considered for the Assistant Manager position.
- Strong understanding of prevailing HR trends, systems and practices.
- Sound knowledge of Hong Kong Employment Ordinance and related legislation.
- Proactive, solution‑driven and independent with strong ownership and the ability to work in a fast‑paced environment.
- Excellent communication, stakeholder management, and interpersonal skills.
- High proficiency in English, Chinese, and Putonghua, with strong MS Office skills.

The appointment will be on renewable contract terms with a competitive salary and performance-linked variable pay. Fringe benefits include paid leave, medical, insurance coverage and contribution to MPF. The incumbent will normally work a five-day week.
