The Hong Kong Applied Science and Technology Research Institute (ASTRI) was founded by the Government of the Hong Kong Special Administrative Region in 2000 with the mission of enhancing Hong Kong’s competitiveness through applied research. ASTRI’s core R&D competence in various areas is grouped under five Technology Divisions: Communications Technologies, Artificial Intelligence and Trust Technologies, Advanced Electronic Components and Systems, IoT Sensing and AI Technologies, and Innovative Mind.
It is applied across six core areas which are Smart City, Financial Technologies, New Industrialisation and Intelligent Manufacturing, Digital Health, Application Specific Integrated Circuits, and Metaverse.
Over the years, ASTRI has nurtured a pool of research, I&T talents and received numerous international awards for its pioneering innovations as well as outstanding business and community contributions. To date, ASTRI has transferred almost 1,500 technologies to the industries and been granted more than 1,100 patents in the Mainland, the US, and other countries.
To support our constant endeavour to position Hong Kong as a world-class smart city and an international hub of innovation and technology, we are seeking qualified professionals to fill the following position(s):
Job Responsibilities:
- Governance Enhancement: Review and refine the framework to ensure alignment with best practices, driving innovative changes supporting transparent and effective corporate governance.
- Strategic Oversight: Lead the Corporate Secretariat in executing a comprehensive range of administrative and company secretarial duties, ensuring compliance with all relevant laws and regulations.
- Meeting Facilitation: Support the smooth organisation of Board and Committee meetings, including the preparation of insightful agendas and high-quality meeting papers and minutes.
- Stakeholder Liaison: Collaborate closely with the Board of Directors and coordinate with the Innovation and Technology Commission to facilitate the clearance of meeting materials and reports.
- Advisory Role: Provide strategic advice to Senior Management on corporate governance initiatives and compliance, fostering a culture of accountability.
- Policy Development: Review, update, and streamline internal policies and procedures related to governance and compliance, ensuring they reflect the organisation's forward-looking vision.
- Team Leadership: Inspire and lead a high-performing corporate secretariat team, offering coaching and support to enhance the quality and impact of deliverables.
- Quality Assurance: Drive the delivery of consistent, high-quality corporate secretarial support and documentation across the organisation, ensuring clarity and compliance.
- Continuous Improvement: Implement changes based on auditors’ recommendations and feedback, promoting a culture of continuous improvement and innovation.
- Additional Responsibilities: Undertake any other duties as assigned.
Job Requirements:
- Bachelor’s degree or higher in Law, Public Administration, Language Studies, Finance, Corporate Governance, Business Administration or a related discipline; an Associate or Fellow of The Hong Kong Chartered Governance Institute (HKCGI) is a MUST.
- Minimum of eight years of experience in administering Board and Committee meetings, with at least four years in a supervisory role, ideally in a senior position within a firm, corporation, or public organisation.
- Proven hands-on experience liaising with government bodies and regulatory authorities.
- Strong knowledge of corporate governance requirements, including statutory and regulatory obligations, with experience in developing internal policies, procedures, and manuals related to governance.
- Company secretarial experience would be a plus.
- Excellent organisational, planning, and administrative skills, demonstrating a high degree of professional maturity.
- Detail-oriented and committed to maintaining the highest ethical and professional standards, with unquestionable discretion in handling confidential information.
- Proven ability to lead a team effectively to meet demanding deadlines.
- Willingness to travel occasionally in accordance with business needs.
- Exceptional verbal and written communication skills in English and Chinese; proficiency in Putonghua is a plus.
- Proficient in MS Word, Excel, Chinese word processing, and email applications.

The appointment will be on renewable contract terms with a competitive salary and performance-linked variable pay. Fringe benefits include paid leave, medical, insurance coverage and contribution to MPF. The incumbent will normally work a five-day week.
