Director, Procurement

Hong Kong Applied Science and Technology Research Institute (ASTRI) was founded by the Government of the Hong Kong Special Administrative Region in 2000 with the mission of enhancing Hong Kong’s competitiveness through applied research. ASTRI’s core R&D competence in various areas is grouped under five Technology Divisions: Advanced Electronic Components and Systems; Artificial Intelligence and Trust Technologies; Communications Technologies; IoT Sensing and AI Technologies; and Intelligent Perception and Control Technologies. It is applied across six core areas which are Smart City, Financial Technologies, New Industrialisation and Intelligent Manufacturing, Digital Health, Application Specific Integrated Circuits and Metaverse.

 

Over the years, ASTRI has nurtured a pool of research, I&T talents and received numerous international awards for its pioneering innovations as well as outstanding business and community contributions. As of 2023/24, ASTRI has transferred more than 1,500 technologies to the industry and has been granted over 1,100 patents in the Mainland, the US, and other countries.

To support our constant endeavour to position Hong Kong as a world-class smart city and an international hub of innovation and technology, we are seeking qualified professionals to fill the following position(s):

 

Job Responsibilities:

 

Report directly to CFO to oversee the following procurement-related aspects:

 

  • Provision of professional advice on end to end of the procurement process and develop best practices to ensure effective and efficient procurement operations
  • Shape and drive the directions on procurement roadmaps and strategy
  • Monitor the procurement team to build a strong supplier portfolio to support the company’s growth in alignment with business strategies
  • Oversee the evaluation and selection of potential suppliers, including conducting due diligence and managing the supplier qualification process
  • Develop and maintain strong relationships with key stakeholders, both internal and external, to promote collaboration and achieve procurement objectives
  • Perform ad hoc assignments directed by CFO

 

Job Requirements:

 

  • A recognised degree in Business Administration, Supply Chain, or a related discipline with minimum 12 years of experience in procurement of equipment, materials, or professional services
  • Proactive team player with a can-do attitude
  • Strong reasoning mind in business decision
  • Strong business acumen and judgment with a commitment to high integrity
  • Assertive and resilient personality with excellent stakeholder management and team coordination skills
  • Practical problem solver with exceptional negotiation and influencing skills
  • Ability to work independently and thrive in a fast-paced work environment
  • Proficient in both written and spoken English and Chinese
  • Alignment with and demonstration of ASTRI values

 

The appointment will be on renewable contract terms with a competitive salary and performance-linked variable pay. Fringe benefits include paid leave, medical, insurance coverage and contribution to MPF. The incumbent will normally work a five-day week.
