The Hong Kong Applied Science and Technology Research Institute (ASTRI) was founded by the Government of the Hong Kong Special Administrative Region in 2000 with the mission of enhancing Hong Kong’s competitiveness through applied research.
ASTRI’s core R&D competence in various areas is grouped under five Technology Divisions: Communications Technologies, Artificial Intelligence and Trust Technologies, Advanced Electronic Components and Systems, IoT Sensing and AI Technologies, and Innovative Mind.
It is applied across six core areas which are Smart City, Financial Technologies, New Industrialisation and Intelligent Manufacturing, Digital Health, Application Specific Integrated Circuits, and Metaverse.
Over the years, ASTRI has nurtured a pool of research, I&T talents and received numerous international awards for its pioneering innovations as well as outstanding business and community contributions. To date, ASTRI has transferred almost 1,500 technologies to the industries and been granted more than 1,100 patents in the Mainland, the US, and other countries.
To support our constant endeavour to position Hong Kong as a world-class smart city and an international hub of innovation and technology, we are seeking qualified professionals to fill the following position(s):
We are now inviting top technology talent to join us as the Chief Director to develop and implement the R&D strategies in Communications Technologies (“CT”) .
Job Responsibilities:
- Develop and implement R&D strategies for Communications Technologies (“CT”), ensuring a sustainable project pipeline that secures the long-term vitality of Core Competency Groups (“CCG”) through strategic R&D directions, resource allocation and clearly-defined deliverables
- Drive the commercialisation and intellectual property (IP)-licensing opportunities of ASTRI’s suite of 5G and beyond technology portfolio, such as the award-winning Connected Autonomous Vehicle (CAV) and Integrated Sensing and Communication (ISAC) solutions that enable Smart Mobility and low-altitude economy, 5G Time-Sensitive Networking (TSN) solution, 5G Non-Terrestrial Network (NTN), and 5G Private Network solutions etc. to maximise industry impact and generate significant project income
- Oversee the cross-functional teams of R&D professionals in the implementation of robust project management and quality control processes to deliver detailed project progress reports, ensuring accountability for project outcomes and delivery schedule
- Enhance CT’s technological leadership and influence industry standard by increasing the output of high-value deliverables, including but not limited to patents and commercialisation-ready IPs etc.
- Lead and implement business strategies with the focus on interdisciplinary collaborations with other Technology Divisions (“TD”) within ASTRI, government bodies, industry players, universities, standard bodies, industry alliances and other institutions to better source and leverage the talents, technologies, and funding schemes in the region
- Expand CT’s strategic focus across the technology and business sectors in Hong Kong, Greater Bay Area (“GBA”) and the wider region to capture emerging opportunities
Job Requirements:
- PhD holder in Electrical Engineering or related disciplines with 15+ years of experiences
- Extensive experience and track records of personal and team accomplishments in commercialising 5G and beyond technologies and applications in research or corporate setting
- Outstanding technical and business backgrounds in the applied research areas of 5G and beyond technologies and applications
- A proven track record in the shaping of innovative R&D projects and the building of solid R&D teams
- Ability to define and formulate technology roadmap and lead the team to achieve long-term development through well-executed platform projects with significant industry contribution and project income
- Substantial achievements in the creation and commercialization of valuable intellectual properties
- Extensive international recognition and networks
- A well-respected, passionate, and committed technology leader with strong business acumen and sound judgment
- Outstanding interpersonal and communications skills in English and Putonghua, fluency in Cantonese a plus

The appointment will be on renewable contract terms with a competitive salary and performance-linked variable pay. Fringe benefits include paid leave, medical, insurance coverage and contribution to MPF. The incumbent will normally work a five-day week.
