The Hong Kong Applied Science and Technology Research Institute (ASTRI) was founded by the Government of the Hong Kong Special Administrative Region in 2000 with the mission of enhancing Hong Kong’s competitiveness through applied research. ASTRI’s core R&D competence in various areas is grouped under five Technology Divisions: Communications Technologies, Artificial Intelligence and Trust Technologies, Advanced Electronic Components and Systems, IoT Sensing and AI Technologies, and Intelligent Perception and Control Technologies.


It is applied across six core areas which are Smart City, Financial Technologies, New Industrialisation and Intelligent Manufacturing, Digital Health, Application Specific Integrated Circuits, and Metaverse.

Over the years, ASTRI has nurtured a pool of research, I&T talents and received numerous international awards for its pioneering innovations as well as outstanding business and community contributions. To date, ASTRI has transferred almost 1,500 technologies to the industries and been granted more than 1,100 patents in the Mainland, the US, and other countries.

To support our constant endeavour to position Hong Kong as a world-class smart city and an international hub of innovation and technology, we are seeking qualified professionals to fill the following position(s):

 

Job Responsibilities:

 

  • Responsible for procurement activities, including purchase requisitions, sourcing, issue relevant documents for quotations (e.g. Request For Quotation (RFQ), Request for Proposal (RFP) and tender), quotation analysis, and purchase orders, PO payment requests, and supplier management process, and ensuring compliance with related policies and procedures. 
  • To organize and implement the issuance of the quotation.
  • Work with internal stakeholders to analyse and identify business needs, market situation, recommend resources and suppliers.
  • Draft the RFQ/RFP/tender document, answer the queries, prepare for ordering and support the entire process.
  • To understand the internal stakeholder’s needs and may involve the approval process.
  • Establish and manage the procurement process and report the status to the supervisor. 
  • Assist the supervisor in the procurement planning.
  • Assist in managing all documentation and maintain good record trail of transactions.
  • Assist in ad-hoc projects and report preparation to management when necessary.

 

Job Requirements:

 

  • Possession of a Bachelor degree in Supply Management, Business/Economics Administration or related disciplines; Holder of CIPS, CPSM or professional certificates will be an advantage;
  • 3 years or above relevant working experience in sizeable organizations (less experience will be considered as Officer);
  • Familiar with the China law of Tendering and Procurement process, Contract law and Supply Chain. 
  • Familiar with the procurement process of building or property service. Understand the market price strategies. 
  • Experience working in Government Procurement or bidding agency an advantage
  • Good computer knowledge (MS Outlook, Excel, Word, Powerpoint)
  • Good command of written and spoken English, Cantonese and Putonghua preferred.

The appointment will be on renewable contract terms with a competitive salary and performance-linked variable pay. Fringe benefits include paid leave, medical, insurance coverage and contribution to social insurance. The incumbent will normally work a five-day week.
